Description:		Frank Cartwright, chief engineer with Nanaimo Duncan Utilities at the Millstone River power plant in the 1920's or 1930's. The plant could run on hydro power or steam depending on local water levels. Frank started with NDU in 1926 and retired from the BC Power Commission in 1948.
